WHAT IS R&D REFUNDS (SR & ED) PROGRAM?

When we hear R&D, we think of a science lab or white coat or NASA! Fortunately, SR&ED (SRED) program is applicable far beyond this imagination and in fact is a hidden source of financing for your company.

To encourage businesses to undertake Scientific Research and Experimental Development (SR&ED) activities in Canada, the Federal Government provides one of the most generous R&D cash refund / tax incentive programs in the world.

The program is more technical than financial.

SR&ED Overview

These tax incentives come in three forms: a reduction of taxes, an investment tax credit, or a cash refund.

This program is the largest federal program that supports R&D in Canada. In fact, the program provides more than $3 billion in tax incentives to over 20,000 claimants each year.

The program provides SR&ED tax incentives for three types of research:

  • Basic Research

    Work done to advance scientific knowledge without any practical application in mind.

  • Applied research

    Work done to advance scientific knowledge specifically for a practical purpose.

  • Experimental development

    Work done to achieve a technological advancement to create new or improve existing products or processes.

The work has to be done in Canada and can be done either by the company itself or on behalf of the company by another party such as a contractor or research institute.

It is for high tech sector and for lab coat R&D only —so I can’t claim any benefitAny industry can get the benefit of the SR & ED program as long as there has been an attempt for a technological improvement/advancement. What Qualifies for SR & ED?

If you are a Proprietorship, a Partnership, or a Corporation carrying on a business in Canada and conduct any of the following activities it is likely that your company qualifies under the SR & ED program:

  • New formulations, new designs, innovations
  • Methods to make products cheaper/faster/better/durable
  • Risk, uncertainty, unproductive time or material
  • Enhancements, efficiency issues, new product development
  • Material changes, inconsistent product or quality issues
  • Reduction in labor and resources needed to make the product
  • Integration issues, new algorithms, software structures and tools

Based on the type of entity, you may qualify for the following benefits:

  • Canadian-controlled private corporations (CCPC)

    Private companies controlled by Canadian ownership can earn a refundable tax credit up to 68% on qualified SR&ED costs.

  • Other corporations

    Public companies or Private companies not controlled by Canadian ownership can earn a tax credit up to 30% on qualified SR&ED costs that can be applied to reduce taxes payable.

  • Individuals and trusts

    Individuals (proprietorships) and trusts can earn a refundable tax credit up to 30% on qualified SR&ED costs.

  • Members of a partnership

    Since a partnership is not a taxpayer, it cannot earn a tax credit itself on SR&ED. The members of the partnership, however, can claim SR&ED tax credits. They do so by claiming SR&ED at the partnership level and then allocating the credit to the individual partners who can then claim it on their personal income tax returns.

Build in Canada Innovation Program (BCIP)

BCIP is a permanent, competitive first purchase program offered by the Canadian government to allow small businesses in Canada to test and pre-sell technologies to the Government of Canada before commercializing them. Canadian companies can submit a proposal for their technologies that potentially improve the efficiency and effectiveness of the government.

 

Funding Type:

The program has 2 streams:

  • Up to $500,000 contract value for Standard Components
  • Up to $1,000,000 contract value for Military Components

This is awarded through a government contract specifically for the company’s technology. Technology developers retain the IP during the process.

 

Eligible Activities:

The BCIP is looking for technology, equipment, software or services that:

  • can compete in the priority industry (see below)
  • demonstrate substantial benefits over existing goods and services in the industry
  • can be used within federal operations

Standard Components:

  • Product/Service must have at least of 80% Canadian content
  • Be pre-commercial and in the late stages of development
  • Must fit within one of the four categories: Environment, Health, Safety & Security, & Enabling Technologies
  • Proposals are evaluated on technical merit

Military Components:

  • Innovation that fits within the categories: Command & Support, Cyber-Security, Protecting the Soldier, Arctic and Maritime Security, In-Service Support, and Training Systems.

The technology must have a Technology Readiness Level (TRL) of 7-9, which represent projects that are in late-stage development or early-stage commercialization.

 

Who can apply?

  • A Canadian business, non-profit organization, or university
  • A partnership, post-secondary collaboration, or economic cluster
  • An international entity with an eligible Canadian Bidder
  • Own IP rights to the technology
  • Ensure the product is made with at least 80% Canadian resources
  • Not be earning revenue from the product

The Canadian Agricultural Partnership

The Canadian Agricultural Partnership (CAP) is an agreement that provides funding for innovations in the agricultural sector. It provides repayable grants to businesses as well as other entities that are directly involved in the agricultural industry.

Recognizing the importance of the agricultural sector as a driver for economic growth, the Canadian government launched CAP on April 1 of this year to provide repayable grants to various stakeholders in the agricultural sector.

 

With at least $3 billion in earmarked funds, CAP focuses on strengthening the competitiveness of the Canadian agricultural sector and providing opportunities for producers, processors, and SMEs in the face of global challenges to growth.

 

Key Areas of Focus

CAP aims to develop the Canadian agricultural sector by funding eligible For-Profit and Not-for-profit entities to undertake projects that are in line with the areas identified by CAP. These areas include:

  • Science, research, and innovation
  • Markets and trade
  • Environmental sustainability and climate change
  • Value-added agriculture and agri-food processing
  • Public trust
  • Risk Management

Federal & Provincial Funding

Federal Programs & Activities:

Agriculture and Agri-Food Canada delivers federal programs under CAP aimed at generating economic growth in the agricultural sector.

There are several sub-programs under CAP – Federally Funded activities, namely:

AgriMarketing:

The program supports industry-led promotional activities that differentiate Canadian products and producers, and leverage Canada’s reputation for high quality and safe food. The program also helps some sectors maintain their domestic market.

Who can apply: Small & Medium-sized Enterprises & National Industry Associations. 

AgriCompetitiveness:

Funding will support sector-led activities such as farmer-oriented seminars, and conferences that identify industry best practices and build the capacity of the sector, farm business management, farm safety information, and tools, as well as activities which raise agricultural awareness.

Who can apply: Not-for-profit organizations including associations in Canada and Indigenous organizations.

AgriScience:

The focus of this program is to accelerate the pace of innovation, support pre-commercialization activities and invest in cutting-edge research to benefit the agricultural and agri-food sector. Project activities must address key industry and government priorities.

Who can apply: Not-for-profit organizations, Indigenous groups in the agriculture, agri-food, agri-based products sector. 

AgriInnovate:

This program focuses on initiatives to accelerate the demonstration, commercialization, and/or adoption of innovative agri-based products, technologies, processes or services that increase agri-sector competitiveness and sustainability.

The program will provide repayable contributions on projects that:

  • demonstrate a recently proven innovation
  • adopt new or world-leading agricultural products, technologies or services in clean technology, automation or robotics, and precision agriculture
  • introduce significant improvements to the value-added sector
  • provide new opportunities, or expand existing export opportunities

Who can apply: For-profit organizations operating in the agriculture, agri-food, agri-based products sectors such as businesses and corporations, co-operatives, and Indigenous organizations.

AgriDiversity:

This program provides funding to help under-represented groups in Canadian agriculture, including youth, women, Indigenous People, and people with disabilities to fully participate in the sector. It also aims to develop their skills to take a leadership role, build their entrepreneurial capacity and business skills, facilitating the sharing of industry experience, best practices, and knowledge, and to help under-represented groups to manage transformation.

Who can apply: Not-for-profit organizations including associations in Canada, Indigenous organizations, and Official Language Minority Communities.

AgriAssurance:

This program focuses on supporting initiatives for development of assurance systems and standards to foster public trust.

Who can apply: Funding is offered through two components.

For National Industry associations – Funding provided will assist industry associations (Not-for-profit organizations in the agriculture, agri-food, agri-based products sector, including fish and seafood) develop assurance systems, standards or tools, such as: food safety, animal and plant health surveillance, animal welfare, environmental sustainability, traceability, quality standards, market attributes, food defense, and system integration.

For-Profit Organizations: Businesses operating in the agriculture, agri-food, agri-based products sector, including fish and seafood, such as businesses and corporations, co-operatives, and Indigenous organizations can apply for funding to obtain third-party certification when it is required to meet an export opportunity.

Automotive Supplier Competitiveness Improvement Program (ASCIP)

Program Overview

The partnership between the Automotive Parts Manufacturer’s Association (APMA), the Ontario Centres of Excellence (OCE) and the Province of Ontario’s Ministry of Economic Development and Growth (MEDG) supports the auto parts sector in adopting industry-leading software, hardware and/or provide training to improve processes and increase the competitiveness of the industry in Ontario.

The Automotive Supplier Competitiveness Improvement Program (ASCIP) seeks to increase the sourcing capabilities of Ontario-based small and medium-sized automotive suppliers while encouraging innovation and productivity initiatives that increase success in the growing export markets.

Program Objectives

The ASCIP hopes to increase suppliers’ capabilities to deliver shorter design cycle times, more responsive to market changes and able to take advantage of new business.

This program supports the adoption of specific software, hardware and IT solutions that allow companies to manage the entire lifecycle of a product efficiently and cost-effectively.

Eligible Companies

Automotive Suppliers

  • Small and medium-sized Ontario-based enterprises (firms with either fewer than 500 employees globally or global revenues of less than $1 billion)
  • Larger firms are eligible but must partner with at least one Ontario-based small and medium-sized enterprise
  • At least 50 percent of the firm’s total sales revenue must come from auto supply sector
  • Only one project per company is allowed for the lifetime of the program

Eligible Projects:

  • Stream 1 – Technology Adoption: Eligible projects must focus on advancing product lifecycle management and improving competitiveness through the adoption of advanced IT technologies:  hardware, software and/or training.
  • Stream 1 will provide grants to Ontario-based small and medium-sized auto parts supplier firms that conduct projects to advance product lifecycle management and improve competitiveness through the adoption of advanced hardware, software and/or training.
  • OCE will contract with a company and reimburse up to 50 percent of the total eligible project costs, or up to $100,000 per project, whichever is lower, with the company funding the remainder with matching cash contributions.
  • The APMA will provide support to the applicant company by marketing the ASCIP program to its members and support the applicants in developing project proposals.
  • Stream 2 – Mentorship Pilot Program: Eligible projects must focus on operational efficiency and competitiveness improvements. Adoption of advanced IT technologies may be included as part of the project overall scope.
  • Stream 2 will provide grants to Ontario-based small and medium-sized auto parts supplier firms that conduct projects to improve operational efficiency and competitiveness through the organizational adoption of lean manufacturing practices.
  • The mentors will be automotive industry experts with background and expertise in lean manufacturing process efficiency to assist suppliers with specific business development needs.  They will be identified in collaboration between the Applicant Company and APMA, and matched based on project outcomes and overall company goals.
  • The services provided by the mentor will qualify as an eligible cost for selected projects. OCE will contract with a company and reimburse up to 50 percent of the total eligible project costs, or up to $100,000 per project, whichever is lower, with the company funding the remainder with matching cash contributions.

There are two types of funding offered by this program: business and regional

Business stream

In order to be eligible for this stream, you need to:

  • employ at least 10 people
  • commit to creating at least 10 new jobs
  • be able to provide 3 years of operations/financial statements
  • be located in, or plan to locate in, a community in southwestern Ontario
  • invest at least $500,000 in the project

Regional stream

In order to be eligible for the regional stream, you need to:

  • focus on economic/business development and job creation in the area
  • align with provincial and regional priorities (e.g., introducing new forms of innovation, taking part in province-led economic development initiatives)
  • invest more than $100,000
  • have private sector support
  • be used for activities that are new to the organization

  • Materials (one-time)
  • Specialized expertise
  • Skills training
  • Project related permits, fees, and other similar charges

Funding Available

Business stream

You can obtain up to 15% of eligible project costs to a maximum grant of $1.5 million. You need to contribute at least 50% of the total costs from your own business or private financing.

Investments of more than $10 million that also create more than 50 new jobs may be eligible for a loan of up to $5 million.

Regional stream

Up to 50% of eligible project costs are obtainable to a maximum grant of $1.5 million. You need to contribute at least 35% of total costs through your own resources or private financing.

SWODF Success

The Ministry of Economic Development and Growth reports that with help from the Southwestern Ontario Development Fund, thirty companies will be adding and retaining over 5000 jobs in total. This represents a total of over $19 million in provincial funding starting from 2016.

The Eastern Ontario Development Fund (EODF) provides funding to businesses, municipalities and not-for-profit organizations for economic development in eastern Ontario. This program supports projects that create jobs, encourage innovation, collaboration and cluster development as well as attract private sector investment.

Who Qualifies

Eligible sectors

Program Overview

The Product Demonstration Program (PDP) looks to provide Alberta-based companies with the opportunity to develop novel and innovative technologies. The government of Alberta and the Ministry of Economic Development and Trade are providing incentives for your business to reduce time to market and commercialize your product.

In 2015, Alberta Innovates (AI) surveyed and identified key performance indicators identified by businesses that led to the success of technology development and implementation. One key factor pointed out by several companies was establishing a partner who could help transition from prototyping to sales. As a result, Alberta Innovates created the Product Demonstration Program to help companies with novel technologies find a strategic partner who could aid in the sales department.

Eligible Companies

To qualify as an Applicant, an Alberta SME is required to satisfy the following criteria:
• be a for-profit SME;
• demonstrate that the SME has engaged with a strategic partner(s), and that the relationship does
not create a conflict of interest;
• have a physical presence in Alberta;
• meet the following definition of an SME: a company with fewer than 500 Full-Time employees, and
less than $50,000,000 annual gross revenue;
• be a legal entity:
1. incorporated in Alberta; or
2. incorporated federally or in another jurisdiction and extra-provincially registered in Alberta; or
3.  a General Partnership, Limited Partnership or Limited Liability Partnership and registered in
Alberta;
• have no outstanding balance or otherwise owe money to Alberta Innovates or its subsidiaries.

Eligible Projects

To qualify for funding all projects must:
• have the participation of an Alberta-based SME as the Applicant, and at least one Strategic Partner;
• start after the execution of the Agreement between Alberta Innovates and the Applicant and must
have clear, critical “go/no go” milestones;
• be completed within two (2) years unless an extension is specifically approved in writing by Alberta Innovates;
• submit to other criteria that Alberta Innovates may develop from time to time.

Project activities include but are not limited to the following:

  • Technology optimization critical for market acceptance
  • Manufacturing of a prototype for a demonstration project
  • Applications for regulatory approval and certifications critical for market acceptance
  • Testing of a prototype in an operational environment
  • Results assessment or verification of technical data.

Eligible Expenditures

  1. Salary and benefits (one-time)
  2. Materials
  3. Capital assets & Software
  4. Sub-contractors

Funding

This program offers up to $300,000 in funding over a maximum 2-year project. The funding amount will be determined on a per-company basis depending on the needs of your business. The amount funded by Alberta Innovates must be matched by the applicant.

Program Overview

The Alberta Bio Future (ABF) program encourages strategic alliances between businesses and academic, research and government institutions. These alliances must focus on novel or enhanced bio-industrial products and technologies. The main purpose of this program is to utilize Alberta’s biomass and create a market that is competitive, profitable and efficient. Undoubtedly, the bio-industrial sector remains untapped, this program allows businesses the ability to enter the industry with more wealth of knowledge, by partnering with other institutions you will be better prepared to mitigate challenges.

In particular, the ABF Opportunities program is relevant for companies who would not be able to conduct their projects in a timely manner without funding. This is especially important for companies who are transitioning from research to commercialization but don’t have the financial means to do so efficiently, while also being in a time-sensitive position.

Eligible Companies

Applications must be submitted by:

  • Researchers based in Alberta, and researchers elsewhere conducting projects with
    a benefit to Alberta, or
  • Operating companies or industry groups based in Alberta.

Eligible Projects

Projects must:
• Be completed by December 31, 2020

  • Have the project work carried out primarily in Alberta.
    • Have a direct application to the bio-industrial sector. (Note: Bioindustrial products exclude food, feed or pharma products in this sub-program.)
    • Develop bio-industrial products and bio-industrial technologies that use renewable,
    sustainable biomass, with a focus on agriculture and forestry biomass, produced or available in Alberta.
    • Focus on developments leading to a competitive advantage for Alberta companies or other direct benefits to Alberta.
    • Engage a project team with demonstrated competence, experience, and the organizational capacity to successfully complete the project.

  2. External Consultants
  3. Travel
  4. Equipment
  5. Materials/Supplies

Funding

Funding for approved full proposals will be established on a per-company basis based on your needs.

Health Technologies Fund (HTF)

The Health Technologies Fund (HTF) is a program of the Government of Ontario, developed by the Office of the Chief Health Innovation Strategist (OCHIS), administered by the Ontario Centres of Excellence.  It supports the development of made-in-Ontario health technologies. It provides grants to businesses and research organizations seeking to improve the quality and deliverability of healthcare in the province by testing and adopting new technologies.(Source: www.oce-ontario.org)

The HTF is currently available to healthcare providers, technology developers, and academic institutions in the province of Ontario.

Created by the Ontario local government, the HTF is developed by the Office of the Chief Health Innovation Strategist and administered by the Ontario Centres of Excellence. Its main objective is to forge partnerships among publicly funded health service providers (HSPs), patients, academia and industry in streamlining the evaluation, procurement, and adoption of healthcare technologies in the Ontario health system. With the theme of “Better Care Closer to Home,” the HTF is primarily focused on improving the deliverability of healthcare services to patients in the province.

Key Areas of Focus

The HTF has two main drives:

  • Pre-Market Evaluation:

Projects under this area deal with the implementation of validated technology in a healthcare setting through proper evaluation and assessment practices, and acquisition of evidence-based data on the cost-effectiveness of the technology as well as its perceived impact to the healthcare industry. This is to support procurement programs and support wide-scale procurement activities and programs in the future.

Projects under the pre-market evaluation stream may include identification of changes in the clinical workflow, collection of data & generating evidence to support procurement goals, and creating plans for adopting a validated technology.

Clinical trials that determine a technology’s efficacy are excluded as well as activities that are not based in the province of Ontario.

  • Early Adoption:

Projects under this area support validated market-ready technologies that have been successfully implemented in one or more healthcare settings. These projects must involve a HIT collaborating to perform an additional implementation (and preferably multiple implementations) of the technology (in one or more healthcare settings) in order to evaluate the technology across multiple implementations, to generate further evidence to support value-based procurement and wide-scale adoption plan.

Projects under the early adoption stream may include streamlining and identifying changes in clinical workflow, to successfully integrate the technology, knowledge translation and user training, collecting evidence for future procurement activities, and creating procurement and adoption plans for healthcare providers.

Similar to projects under the pre-market evaluation, clinical trials that determine a technology’s efficacy and activities that are not based in the province of Ontario are excluded from the program.

Projects under both categories must align with the theme of Better Care Closer to Home and the technologies must have obtained required regulatory approvals and received initial user feedback.

Who Qualifies:

The HTF is currently accepting applications from Health Innovation Teams (HITs), which comprises the following members:

  • Applicant

One or more Providers of publicly-funded Health Services Provider. Eligible health care system applicants include (but are not limited to) family health teams, community care providers, long-term care homes, and hospitals.

  • Technology partner

This includes Ontario-based for-profit health technology businesses that provide solutions and conduct research innovations that are in line with the HTF’s main drive.

Partners may be of any size or stage (start-up, small- to medium-sized enterprise, and multinational enterprise) with a research and development, and/or manufacturing presence in Ontario.

  • Third-Party Evaluation Provider

 Ontario-based evaluation team with expertise in technology adoption and diffusion, design and implementation, and health economics. The evaluation component of the project should support the development of a plan to support wider-scale procurement and/or adoption of the technology in Ontario.

  • Other contributors

It is strongly recommended that partners such as community-based associations and advocacy groups are included in addition to Local Health Integration Network (LHIN) to provide sector expertise to ensure project development and implementation meets sector and local needs.

Funding

Pre-Market Evaluation projects Up to 50 percent of the eligible project cash costs up to a maximum amount of $500,000 for a term of up to 24 months.

Early Adoption projects Up to 50 percent of the eligible project cash costs up to a maximum amount of $1,000,000 for a term of up to 24 months.

Eligible Expenditures:

Actual costs directly attributable to and necessary for the completion of the project and are not wholly or partially for another purpose.

  • One-time costs, directly attributable to implementation of the project;
  • Retroactive Expenses: OCE will acknowledge expenses after the approval date.
  • Founder’s Salary: For a Start-up company, the maximum allowable compensation of $5,000 per month
  • Cost of utilization/depreciation of Capital items i.e. equipment, testing tools, and instruments used for the project.

Deadline

  • Interested HITs may submit their expressions of interest (EOI) until May 9, 2018.
  • Invitation to Submit a Full Application: July 2018
  • Full Application submission deadline: August 16, 2018

Application process

Interested applicants may submit their EOIs to the OCE. After a thorough assessment, the OCE and OCHIS will contact candidates for the program to submit a full application.

  • Industrial Research Assistance Program (IRAP)

NRC Industrial Research Assistance Program (IRAP) provides financial support to qualified small and medium-sized enterprises in Canada to help them undertake technology innovation.

Funding Type:

Non-repayable grant with two streams:

  • Small Technology Innovation Projects or the Accelerated Review Process (ARP)

    Provides grants up to $50K to help firms fund research and development and/or commercialize technology projects.

  • Mid-sized Technology Innovation Projects

    Provides larger grants up to $250k (depends on the project) that are typically focused on creating original software, developing new products, or engaged in other various internal R&D projects

Eligible Activities & Expenditures:



Focus on solving internal technical challenges, such as process or product/technology improvements. Projects that lead to new products, enhanced productivity, or new competitive advantages.

  • Market Assessment Program

    For a product, process, or technology being developed, to help companies understand the market into which they will be selling their product, how to enter the market and with what features

  • Technology Validation

    To work with an early adopter to measure the value proposition of their product or service and gather the “proof” and/or testimonials needed to help further customer adoption

  • IRAP R&D Technology Development

    feasibility, prototype development.


Salary/wages of up to 80% for employees involved in the project and up to 50% of contractor expenses dedicated to the project.

Who Qualifies?


  • Small and medium-sized enterprises in Canada, incorporated and profit-oriented
  • Have 500 or fewer full-time equivalent employees
  • Your objective is to grow and generate profits through the development and commercialization of new or improved products, services, or processes that are innovative, technology-driven.

This program has an open intake, however we recommend starting as early as their fiscal year, April 1, when their funds become available.
